NFVF Names Dr Shadrack Bokaba As Chief Executive Officer
The National Film and Video Foundation (NFVF), a public entity of the Department of Sport, Arts and Culture (DSAC), has appointed Dr Shadrack Bokaba as Chief Executive Officer.
Dr Bokaba brings more than 25 years of leadership expertise and over three decades working across music, theatre, film, cultural policy and arts management. He has a strong record in strategic planning, governance, organisational development and stakeholder engagement, and holds a Master’s in Business Administration (MBA) and a PhD in Cultural Policy and Management.
His extensive background in the public and funding arenas has equipped him with a deep grasp of governance frameworks, institutional oversight and accountability to stakeholders.
The appointment signals a renewed focus on institutional stability, clear strategic direction and strengthened delivery against the NFVF’s mandate. Under his leadership, the Foundation aims to drive operational excellence, uphold robust governance, foster a people-centred culture and deepen engagement with South Africa’s audiovisual community.
"Following the recent directive from the Minister of Sport, Arts and Culture to dissolve the Council, the Ministry has confirmed the temporary activation of Section 49(3) of the Public Finance Management Act (PFMA). Under this emergency statutory mechanism, the incoming CEO will concurrently serve as the Acting Accounting Authority for the public entity. As the designated Accounting Authority, the incoming CEO has the statutory power to execute fiduciary sign-offs, ensuring the critical quarterly core funding allocation cycles and Presidential Employment Stimulus Programme (PESP) disbursements. This administrative mechanism ensures that independent film practitioners, production houses, and crew members across the sector face zero financial delays or operational paralysis during this transitional phase", said Company Secretary, Lindeka Moeng.
Soon after taking up the role, Dr Bokaba met NFVF staff, stressing the need to build a cohesive, collaborative team dedicated to serving the country’s audiovisual sector.
Dr Bokaba said: "I am happy to be back and look forward to working with the NFVF to serve the film sector in South Africa. We must remember that the NFVF exists to serve filmmakers, and it will be key for us to strengthen our relationships with the sector. Building a strong team that is committed to delivering on the NFVF’s mandate will be central to this work."
