New Production-Ready Sovereign OTT Platforms For Europe
Qvest, Ateme and Scaleway have teamed up to offer broadcasters, media organisations and sports rightsholders production-ready sovereign OTT platforms built entirely on European technology. The joint solution blends Scaleway’s sovereign cloud infrastructure with Ateme’s video delivery capabilities and Qvest’s consultancy, systems integration and managed services to give media companies greater control over their platforms, data and long-term technology choices.
Responding to growing regulatory demands across Europe and strategic pressure to limit reliance on non-European hyperscalers, the partnership provides an immediately deployable option for organisations looking to launch or modernise streaming services.
The end-to-end offering covers the full OTT chain — from ingest, encoding and packaging to content delivery, DRM, analytics and frontend integration. Customers can use it to stand up new services, migrate existing platforms, or consume the complete stack as a managed service operated by Qvest.
Within the collaboration, Scaleway supplies sovereign European cloud infrastructure; Ateme delivers live encoding, packaging, origin, CDN and server-side ad insertion; and Qvest architects the solution, integrates third-party components such as DRM, players and analytics, and can run the platform as a managed service.
The approach aligns with the European Union’s Cloud Sovereignty Framework (CSF) and its SEAL sovereignty model, increasingly used to assess sovereignty in public procurement. Rather than claiming absolute sovereignty, Qvest tailors each platform to the specific requirements of the tender, helping customers achieve the highest practical level of technical sovereignty.
