DCMS Launches BBC Royal Charter Review Green Paper And Public Consultation
The Department for Culture, Media and Sport (DCMS) has published a green paper, "Britain's Story: The Next Chapter", and opened a public consultation to inform the review and renewal of the BBC’s Royal Charter.
The government is inviting views from the general public, people working in the creative industries, researchers and industry organisations on potential changes designed to futureproof the BBC and ensure it continues to serve audiences across the UK.
The current BBC Charter expires on 31 December 2027, with a new Charter expected to take effect on 1 January 2028.
The Royal Charter sets the BBC’s Mission and Public Purposes, and establishes how the corporation is governed, regulated and funded. The BBC Framework Agreement sits alongside the Charter and provides additional detail on these areas.
The review begins with the publication of the Terms of Reference and the green paper, giving people the opportunity to have a say on the future of the national broadcaster and to help shape any changes to the Charter and Framework Agreement.
Published on 16 December 2025, the consultation closes at 11:59pm on 10 March 2026. Responses can be submitted online.
