Common Sense Child Review Welcomed

The trade body for independent producers, has welcomed the 'common sense' approach shown in the report by Sarah Thane just published regarding a review of the system of regulating child performances.
Chief Executive for Pact, John McVay, said: "After a long period of the DCSF consulting with the industry, and more recent discussions with Sarah Thane, we are pleased that this report updates the regulations to be fit for the 21st century by building on best practice and flexibility."
McVay said there were a number of changes in the report that Pact welcomes, including the removal of the prohibition on under 14s taking part in performances other than singing, acting or dancing.
"We are also very pleased to see that there is no additional regulation that local authorities can exert on programmes such as editorial approval," he said.
Other changes that Pact welcome include:
  • A recognition of the many good examples of best practice that exist within the independent production sector
  • The harmonisation of working hours between professional theatre and television
  • Consideration of flexible working hour arrangements
  • A recognition that the licensing system needs a ‘radical overhaul’ with a ‘presumption in favour of licensing child performance’
  • Centres of expertise amongst local authorities whereby more knowledgeable local authorities can assist other local authorities in the licensing process, thus removing the current postcode lottery
  • The removal of amateur dramatics from requiring licensing, thus freeing up resources within local authorities for licensing related to professional productions
Pact said it has long recognised the importance of protecting children and believe that can be achieved without removing their freedom to participate in TV and enjoy all the educational and developmental benefits it can provide, both to themselves and to their peers.
"We look forward to working closely with the DCSF to maintain the momentum that Sarah Thane refers to, and we are ready, willing and able to move forward with the development and implementation of a set of regulations that is appropriate and workable for all."
