U.S. HoR Uses Elemental Video Processing to Increase Transparency

News Image
Elemental Technologies has announced that the U.S. House of Representatives (HoR) is using Elemental video processing to produce live streams, video-on-demand (VOD) assets, and archival recordings of all House committee and sub-committee sessions in an effort to make these governmental activities more transparent for U.S. citizens.

"We are now able to reliably offer Americans uninterrupted viewing of proceedings with the high quality they expect," said Todd Redlin, senior engineer, broadcast specialist for the U.S. House of Representatives. "Space-saving, energy-efficient video processing solutions from Elemental are easy to use, and streamline video operations so our engineers can be deployed more effectively."

The U.S. House, including all 20 House committees and sub-committees, use Elemental® Live and Elemental® Conductor to stream and record proceedings for video delivery to YouTube, where constituents may watch hearings in real time or view at a later date on demand. In addition, two separate video archives are created simultaneously for the congressional content. One is stored in a local archive, and the second is officially preserved by the Library of Congress as a record of national history. The Library of Congress is the nation's oldest federal cultural institution and serves as the research arm of Congress.

The U.S. House of Representatives is one of U.S. Congress’s two chambers responsible for making and passing federal laws. Its twenty committees consider bills and issues within their legislative jurisdictions. House committees include Ways and Means, Armed Forces, Agriculture, and Budget, among others. Sub-committees are often created to consider specialized matters, and special committees may be formed for a short time and specific purpose, such as an investigation.

As each day’s events are shared with the U.S. public, Elemental Conductor helps the House of Representatives manage coverage of a complex and constantly changing committee schedule. Elemental software monitors 32 content channels simultaneously and schedules recordings of daily committee hearings from a single, intuitive web-based interface. This streamlines a previously time-consuming workflow that relied on disparate devices, each with a unique interface, configuration and IP address. Additionally, Elemental solutions offer the capability and reliability that allow the House of Representatives to trial high-definition (HD) content for two channels in anticipation of a broader HD rollout.
